The Chairman of the National Council for Civic Education and Democracy (NaCCED), Mr. Joseph Munda Bindi, on Thursday, 25th September 2025, held a fruitful discussion with the Commissioner General of the National Revenue Authority (NRA), Madam Jeneba Bangura, at the NRA headquarters on Gloucester Street in Freetown.
Addressing the Commissioner General and her team, Chairman Bindi outlined NaCCED’s ongoing work in civic education and public engagements on citizens’ rights, responsibilities, and duties, and his intention to amplify its work through the existing partnership and collaboration with the NRA.
He highlighted the successful engagement of citizens in the national budget, commonly referred to as the Citizens Budget, in collaboration with the Ministry of Finance. Chairman Bindi noted that as citizens become more knowledgeable about tax revenue, it creates an opportunity for the NRA to reform its systems. This will lead to improved revenue generation and a decrease in tax evasion.
In response, Commissioner General Jeneba Bangura expressed her pleasure with the visit and congratulated the Chairman on his new role. She acknowledged NaCCED’s thorough research on resource mobilization with local authorities in border areas.
Madam Bangura affirmed her office’s readiness to rekindle the partnership and collaborate in new areas, particularly on civic education related to tax matters in schools and tertiary institutions. She emphasized the “catch them early and catch them young” approach to set a strong foundation for future taxpayers in Sierra Leone.
The Commissioner General also expressed her willingness to institutionalize the collaboration between the institutions to expand their branding and partnership on future projects.
